[General] pipes frozen

It is always a good idea to leave a tap dripping if there is two days of
below-freezing temperatures. If the pipes freeze with running water in them,
they gradually freeze in layers without any pressure. if they freeze with
the water contained in them with the taps turned off, the pipes can burst.
It would be a good idea to cut off the main in case a pipe has busted so you
don't have a large water bill if it leaks.

We ought to leave the heater on or insulate the pipes.  Also, drain and stow
the outside hoses.
