Going back to the gimbal idea.  How about using something similar to this
design:

The inner ring (or square, it doesn't have to be circular) could be
weighted with a tray to hold said cupcake. This would keep it upright
through all orientations of the container (the shipping box).

Maybe have the dry-ice included for fog effect, when opened at final
destination. Because the future is now, ok now, well now it's now ... you
get the idea.
