The background check process is REALLY simple and should take just a few
minutes.  I am pretty sure they are just making sure you are not a serial
killer or sex offender.  The process is carried out on the Verified
Volunteers website (which I believe several charity/volunteer organizations
use).  If you sign up as a volunteer you will be given a link to a website
where you create an account and provide some basic info.  I am pretty sure
you do not even have to give your SSN if you do not want to.  I would say
15 minutes of your time, if that.

As far as cost, it is either FREE or $2.50. You will be asked if you want
to help defray the costs by paying $2.50, but if you do not want to, FIRST
will cover the entire thing at no cost to the volunteer.  In my opinion,
the background check is not really an obstacle if you are interested in
volunteering.
