.012 is pretty small.  To drill this would likely require a sensitive drill like

The key point being that the 17000 rpms the dumore runs at is probably the minimum required.  A quick perusal of available drill bits suggests significant depth will be hard to achieve.  

Other options are edm already discussed and laser drilling though the depth for laser drilling is only 2mm.

What about brazing a hypodermic needle into a reasonably sized hole.

If you needed a 12mil hole through something less thick I've got access to an xy milling table that could do it easily but it's setup for milling circuit boards not 1.5" thick pipe haha
