[ML-Hams] coax \ radio test

I don't have a preference between HAM going in the AV area vs. current
library space.

We could put HAM Shack in AV, and make Embedded Dev part of the larger
computer-lab in the current library space.

It would probably be easier to all walls and noise insulation to the AV
area.
