[HSIS] HSIS funds

We were looking at dollar amounts earlier, do we have an estimate of what
we'll be spending between now and our competition flight?

I was wondering what our plan was for financing was.
I'm not sure how much was supposed to be earmarked for HSIS, but those funds
may not be available by the time we need to make our purchases.
