[HSIS] Fwd: press release rough draft

I concur with all the comments. I will just add that we don't want it too
Long and boring. I think we should include brief details about the
parts/materials used, basic design philosophy, length of time and cost. Also
perhaps a brief description of flight day and your tracking/recovery
adventures. That's my two cents.
