Interesting,
There is a near-space ballooning group in the UK called Project
Icarus. They have put forth a public challenge to help them develop a
2-way communications between balloon and a ground station. However, as of
3/21/12, they closed the challenge, but will accept additional submissions:

I believe the Huntsvilleian Near-Spacers would be interested? :D
