The Yeasu vx-6r will receive in that range as it will receive from 50khz to 999mhz. I own one and like it fine. The vx-3r is a little cheaper and also cover that band, again for rx only.

Legally you cannot transmit in that range as the ham band stops at 29mhz and and the next one picks up at 50mhz. The Yeasu blocks transmit in non ham bands as it should.
