You might consider either a dev board or an old android phone with an
adapter. I just checked, and it looks like people where able to get some
of the softphones running on a beaglebone. Both of those should be pretty
cheap. Alternatively, for $2,000.00 you could buy a full PC with a studio
level audio card.
