Actually EFI is completely unrelated to BIOS. Some EFI-type firmwares
have BIOS compatibility, but it is an optional module. It is not BIOS
and shares no code, if any, with BIOS.

What has likely happened here is, when the computer is in UEFI mode,
it boots Windows, since the boot process is not using the MBR, which
is only for the benefit of BIOS. When the computer is in Legacy mode,
it runs a BIOS emulator, which reads the MBR and starts Linux.

Honestly, if you don't mind just toggling that switch - you could dual
boot that way.

If you do want it to work "normally" though - you have to install
Windows and then Linux in one mode or the other. If you switch boot
modes halfway through, you will end up with a really strange set up.
